In 2019, it also issued the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area to accelerate its integrated development. However, the environmental pollution in the Greater Bay Area has seriously hindered its development. However, these cross-regional environmental pollution can not be solved in one area. The Guangdong-Hong Kong-Macao Greater Bay Area has a strong practical basis for environmental policy and legal cooperation. We should not only face common environmental pollution, but also standardize environmental governance cooperation. Environmental cooperation mainly lies in the connection of legal systems and cooperative law enforcement. However, in the process of promoting environmental law cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area, there are many difficulties: there are differences in environmental governance models and law making among the three regions, poor communication of law enforcement information, and lack of unified environmental law enforcement standards.
